Object lifetime & unions

Adds the std::is_implicit_lifetime trait.

Fixes start_lifetime_as for array types.

Makes a union's default constructor and destructor trivial regardless of its members, so unions serve as uninitialized storage, including in constant evaluation.

Adjusts the union lifetime rules from P3074 after national-body comments.

Clarifies deallocation-function lookup for placement new (DR).
